The rotatelogs program on Apache before 1.3.28, for Windows and OS/2 systems, does not properly ignore certain control characters that are received over the pipe, which could allow remote attackers to cause a denial of service.

The weakness was published 07/21/2003 with Hitachi Incident Response Team (Website). The advisory is shared at apache.org. The identification of this vulnerability is CVE-2003-0460 since 06/26/2003. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1499 for this issue.

The exploit is available at secunia.com. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 11793 (Apache < 1.3.28 Multiple Vulnerabilities (DoS, ID)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers.

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at httpd.apache.org. The best possible mitigation is suggested to be upgrading to the latest version.
